Chapo names his ‘sofa government’

A high-powered group of advisers could become more important than the cabinet, and diminish the power of Frelimo over the presidency

Good afternoon. President Daniel Chapo has made further additions to his team of advisors, bringing back the transport minister from the last administration to advise on economic development; former attorney general Beatriz Buchili on legal and constitutional affairs; former deputy foreign minister Manuel Goncalves to advise on international diplomacy; and the former minister of public works, João Machatine, to head up an Office of Reforms and Strategic Projects.

The president’s team will also include Francisco Mucanheia, a senior Frelimo politician who was also an advisor to President Nyusi; and Eduardo Mulémbwè, as minister in the presidency for parliamentary affairs and devolved administrations at the municipal and provincial levels.

The figures Chapo has brought back from Nyusi’s administration are broadly those who performed well. It’s a high-powered team, more than has been seen before in Mozambique, and suggests Chapo may be looking to run his government through this team of advisors rather than through the formal cabinet.
