Good afternoon. Troubling video footage from yesterday shows hundreds of people fleeing the Chiúre district of Cabo Delgado province in the afternoon and evening, on foot. This is the first time in a long time we have seen large-scale population movements in the province. Although the Islamic State-backed insurgency has been energetically thrusting to the south of Cabo Delgado in the past two months, a combination of reluctance on the part of locals, encouragement to stay put from the security forces and assurances from the insurgents that they came in peace seems to have limited movement.
