The government could do with better quality data and more realistic targets for its development plans

Good afternoon. Parliament has just approved Mozambique’s national development strategy for the next 20 years (see below). The strategy sets out a vision for the country: “a prosperous middle-income country where equity, security and well-being of the population are guaranteed, sustainability and competitiveness are priorities”. It supersedes the earlier development strategy for 2015-2035, which the government says has been overtaken by changing political and economic circumstances.

The prospects for raising security and living standards in the country are not promising. Security in Cabo Delgado province remains elusive, despite the arrival of reinforcements of Rwandan troops last summer. And as public sector workers will know, the government does not even have enough money to pay salaries on time, never mind invest in development projects, while donor funding, on which the healthcare and education sectors rely heavily, is only getting more scarce (see below).
