Good afternoon. Mozambique-Russian relations have been fortified through a bilateral Interministerial Commission which met in Maputo this week — but also, it would seem, by a series of efforts that Mozambique has made of late to smooth relations with a country which is elsewhere a pariah.

The Ministry of National Defence of Mozambique said it “profoundly regrets” the killing of a civilian in Macomia town in Cabo Delgado province on Monday in a statement published yesterday. The ministry claimed that the victim was seen carrying an empty box of machine gun ammunition outside after curfew, raising suspicions due to the threat of terrorism. He fled after being questioned by soldiers and was accidentally killed when they attempted to fire “warning shots”, according to the statement. This account differs from the testimony of local sources interviewed by Zitamar News, who claim the victim was summarily executed while trying to find somewhere to relieve himself. The long-running dispute over loans made by Russian bank VTB to the notorious offshore security companies Proindicus and MAM was resolved shortly before this week’s Commission, very much at the 11th hour with respect to court action in London which was otherwise due to have delivered a verdict on that dispute this week.
