Armando Guebuza, the guilty man who wasn’t there

The conviction of Manuel Chang is another nail in the coffin of the former president’s record

Good afternoon. A huge shadow was looming over the slight figure of former Mozambican finance minister Manuel Chang as he sat in a federal courtroom in Brooklyn, New York, on trial for fraud and money laundering offences (see story below). The same shadow hung over the High Court in London during the recent civil case there over the so-called “hidden debts” or “tuna bond” scandal. It is the shadow of former president Armando Guebuza, who oversaw the government's plans to launch a tuna fishing business with help from shipbuilder Privinvest, one of several ventures that were financed with the hidden debts.
