The apology delivered by Bernardino Rafael, the commander of the Mozambican police, for the behaviour of his officers fighting the insurgency in northern Cabo Delgado province, is a remarkable event (see below). Mozambican public officials tend to stick to the line that they cannot do anything wrong, especially when it comes to the war in Cabo Delgado, where complaints about human rights abuses are commonly brushed off with the excuse that “war is war”.
